That's one of the problems with college basketball, certain teams foul as a strategy and dare the officials to call it the entire game. Many mid-majors do this, Purdue and Wisconsin do this, as does Michigan State.
Wisconsin and Purdue grab every cutter in order to muddy the game, while Michigan State collapses and hacks at every drive attempt. Mid-majors do it because most can't compete in space, it brings parity, but it hurts the flow and overall quality of play.
UNI does it as well. They mug the ballhandler and the cutters, then flop all over the place looking for fouls. Officials don't want to blow the whistle a thousand times a game, so it starts being accepted as good defense- it isn't.
Refs need to bite the bullet one season and blow the whistle like hell. Most dumb fans will complain about the stoppages and claim the refs are trying to be the center of attention, but it's needed to get the college game on track.
This doesn't mean Iowa should not have adjusted, but it does mean it kind of sucks.
