I thought it was an offensive foul. Basabe got his arm out there and caused the contact. It was either a no-call or a charge. The other charge was definitely a flop, though.

I don't know if you have to have both feet set, but you do have to be there a step in advance, and they have been getting the call when sliding in on less than a full step.
