The giggest difference I see between CJ and JR is that CJ is willing to stand in the pocket and take a shot to get a pass off. JR is not. If he starts feeling the pressure, he bails. That's enough for me to pick CJ. That's also not something that KF or GD would see in practice, as they don't put the QBs under game speed , real pressure.
There have been several instances both this year and last, where Rudock has stood in there and taken a hit to get the ball off...NW last year - CJF's winning touchdown, and a bunch of others. That's not the issue.
