I don't think NFL front offices care if a DB is white or black. The reason there hasn't been a white starting CB in the NFL for 20+ years is the same as the reason that a white male has not won a world championship in the 100m in over 40 years.
Why might Moss be different?
NFL teams employ more DBs than they used to.
We will see what Moss runs at combine/pro-day, but his speed is pretty elite. His best time as a senior in 110H (admittedly, wind-aided) would have placed him 8th at the B1G T&F championships last spring. And guys get faster from 18 to early-20s.
He is fundamentally sound, and is a good fit for slot/hybrid corner with his sure tackling.
He has some dawg in him. He is a lot like Kittle that way: goofy enough to have no fear, not so goofy that he becomes a distraction.
Pretty good recent track record for Iowa DBs (although not necessarily at CB).
We'll see soon enough.DeJean would fit in the Troy Polamalu mold. He could easily be flying around like that making open field tackles. Whether NFL GMs would take a chance is a whole 'nother deal.
Riley Moss as great as he is as a Hawkeye, is a college player. He's not even close to athletic enough to play in the NFL. CB is out, obviously, and he's not built enough to play safety.
Even if he wows at the combine, where's he going to fit on an active roster? Moss is in that no man's land of size and let's face it, he's just not going to be a CB in the NFL. Troy Apke was WAY more physically gifted than Moss and even he couldn't hang on, and Moss doesn't have the size for safety. Riley's great as a Hawkeye where he's at but it doesn't translate to the bigs.
