Iowa has had plenty of good punters, so no, it has nothing to do with the system as you can go back and look at all the ones who have worked. College Football is turnover when players lose eligibility, so you are bound to see that every year at every position. If Iowa was not annually winning more then they lose, I would call it systemic.
The issue is not losing more than winning. With the non conference schedule, then there should be 3 wins built in most every year. Assuming there is at least 1 Illinois on the Big Schedule, then that is 4. Assuming at least one below average, that makes 5. If the goal is 7-5 then that means 2-5 against the rest. If the goal is 8 then it is 3-4 against the rest. I don't think it unreasonable that Iowa Exptect 4-3 against the rest with an occasional 3-4 against the Big and a loss against a weak or NC team which would make 7. Your goal isn't what many on here would like to see. The system is set up basically to be 3-4 with an occasional plus or minus 2.
It is systemic depending on your goals.
Given we have the Dean of continuity at the helm, why shouldn't it be 4-3 at a minimum?
