That's because on nearly every play in football, helmets hit other helmets. That's why they wear helmets. The rule is poorly written, and it should only really be called when it is done with obvious intent. Instead, it's reviewable (no other penalty is) and can be called for incidental normal contact. After seeing that replay, Iowa is lucky they aren't down two defensive players.
