That's part of blocking, it's not like he was just standing around and got pushed down. He can't stand his ground as a blocker and that's Iowa's fault?
The "forced into the ball" rule is when a offensive player is intentionally pushing them into or near the ball. Blocking that takes place near the ball and happens to touch a player is NOT forced.
