As long as human beings are being killed in accidents hitting deer and there property is being destroyed to the incredible magnitude that it is right now, the DNR has an obligation to increase the quotas. The never will (without legislation forcing them to) because they make so much money on keeping the population high. This is a flagrant form of corruption, sacrificing human life to bring in more money.
As far as violating the regulations of course it is not good to do. I do think the punishment could be considered cruel and unusual. It is ridiculous to charge someone $20,000 and confiscate their vehicle, guns, etc just because they killed a pest.
Many of you out of staters and city folk don't realize how big of problem deer are in this state. They cost farmers millions of dollars in crop damage and thousands of accidents a year, some of which have fatalities.
The government's function should be to protect the population from such problems, not magnify them to line their own pockets.
