I agree to an extent with the OP. It would be nice to strengthen a few recruiting pipelines we've started. If I'm the staff I'm targeting FL, Chicago, STL, NJ, and KC. Michigan will continue to be more difficult to recruit as UM improves, and MSU takes the scraps. Wisco will get their fare share here as well, and do a good job locking down their own border.
FL - So much speed and top end recruits that we should be able to snag a couple each year even with a Miami program on the rise and perennial powers in the SEC, and FSU getting their share.
Probability Index: Low % - spam out schollies and see if we get any bites. SATELLITE CAMPS A MUST.
Chicago - The ILLINI are 1-2 bad seasons away from another coaching change. NW will get the academic standouts, but not the top talent on the field. No reason why Iowa can't get their share here.
Probability Index: Medium-High % - more selective targeting of top tier talent. Getting in early here will help. Get them on campus to see that UI isn't in a cornfield. Proximity to campus (3hrs) help get recruits to come.
STL - Mizzou is the Show Me State's only major football program. They continue to show why they should've stayed in the BIG12. Come to Mizzou if you'd like to be a bottom feeder in the SEC, and lose to Kentucky. Most decent midwest teams could easily recruit against them.

Kansas City - KC produces some solid football talent each year. KU football is non-existent, and KState will lose their HC and luster after this season.

NJ - Surprisingly effective recruiting in NJ recently. Have gotten some of our better skill position players from the garden state. Penn State will be major competition here as they continue to rise. Rutgers should not be in contention for top tier talent.

Iowa - On average there may be 1-2 worthy skill position players coming from the home state each year. O-line excluded, the majority of talent should come from out of state.
Probability Index: High % - Most selective. Few schollies offered here. Identify top talent early. Should get any in-state player targeted.
