Hogan to Kentucky

Might have been his only choice...
I think schools would rather bring in a new freshman that they can recruit and get to know instead of a 2rd yr player that hasn't cracked the 2 deeps that they don't have any recent tape on or know if they can play at this level. At least an incoming freshman is a blank canvas. If you're brining in a transfer you want them to be able to play right away and make an impact. Hogan and 2 yr bench warmers can't be described as that.

Seems odd. No real connection to the SEC or Kentucky. Think Stoops would reach out to KFz and say "Is he a good kid? Should I pick him up".
I think that is likely, Drummer. Probably made that call and my guess is KF would be up front on the kid and tell him he has good character, etc. Maybe some pointers on where he was falling on the depth chart. And that could be why it's a walk-on opportunity instead of a scholarship.
