Some are saying on Twitter that it doesn't matter if the ball is touched. Apparently a muffed punt that goes into the end zone is automatically a touchback no matter who recovers.

That's the dumbest rule of all-time if true.
There's no way that the kicking team should not be able to fall on that ball in the endzone for a TD.
