Why is IOWA always over-achieving?

Actually, I already know the answer, but take a look at the past two seasons.

In fall of 2008, no one predicted Iowa would be in the Top 20, except Iowa fans, like me.

In fall 2009, alot of Pre-season rankings did have us in Top 20, but not TOP 10! (Did I mention that the Fishwrap at SI didn't have IOWA in their preseason 20 at all? That rag knows ZERO about College Football today)
