"Colleges felt a real need for reform in the areas of control over athletic programs, to regulate play and wipe out unfair practices so prevalent on college campuses. These unfair practices included brutality on the playing field, hiring professional ringers to play certain games, and giving opposing team members cash donations to affect their playing abilities."
