I say:
Retroactively:
vacate all wins in which athletes who should have been ineligible competed.
Prospectively:
Take one scholarship away for each athlete found to have sold or traded their merchandise. The scholarship should be lost for four years. (28 scholarships lost for 4 years?) The scholarship cuts are effective the 2012-2013 season and any player who wants to transfer out may do so without sitting out a year.
No post-season games for a number of years equal to the years in which ineligible athletes competed (9 years?)
All current players who sold or traded merchandise are immediately ineligible for all NCAA competition.
University must sever all ties with boosters who helped to corrupt the program as well as send a letter to all donors naming those boosters who are banned from O$U functions.
O$U places immediate ban on tatoos for its student athletes.
Gene Smith and O$U compliance department cited for willful negligence.
