Tony Stewart hits, kills on-foot driver

This pretty much sums it up perfectly. Unless there is further evidence of which we are not aware, nobody knows for sure aside from Stewart.

Are the drivers radioed in these types of races? On-board camera?

From what I know Tony usually has a GoPro on his car but didn't have it turned on.

As for the radio I think yes, but they're cut off from the press box once racing starts and only turned on when the cars stop. Don't quote me on that.

One last thing to keep in mind is that sprint cars are really "steered with throttle" (which can be said really re: any racecar but especially dirt track cars) - the implication being even if the video shows Stewart gunning it, that can very likely be considered a desperate attempt to steer the car away from the guy on track.
