After 25 years you seriously ask this question. It was always by design. In fairness it’s been a successful approach if just getting to bowl games is all you want. Sure there are programs that are regularly bottom half of their conference finishers that would love to achieve the consistency of Iowa, However if the two Parkers thought this way about their approach Iowa would be one of the worst programs in football.

Basically the Parkers have saved Kirk’s ass all these years.
