I like the idea.

As for the top guy, that is where there would have to be an element of subjectivity added:

During the clock, the top guy has to be actively attempting to turn. If (in the judgement of the official) the effort isn't there, the clock can be stopped prematurely and the wrestlers returned to their feet.

As for incentive, obviously the primary incentive is the potential for back points/pin. I like the idea of increasing the award for escapes, as that will incentivize the down guy to be more aggressive.

You can't make it perfect. There will always be little loopholes here and there that can be exploited. Either way, I think it would be nice to see a little more mat time allowed to reward that skill-set.
I say take all the subjectivity out of the hands of the ref.

At the instant the takedown points hit the scoreboard start a 20 second clock automatically. If there's no escape, reversal, near fall, or pin, the down wrestler gets an escape also worth 3 points and they start again on their feet. The down wrestler can't just quit for that 20 seconds and wait for their 3 points because if he/she gets turned that's obviously near fall points. Both wrestlers are forced by the rules to work for points.

If regulation ends in a tie, the clock goes away and first takedown or push out wins. No starting in down position.
