Posted the story below in another thread but it explains part of what's going on. At least one of the top NJ high school coaches blames the accelerated recruiting process dictated, in part, by changed NCAA rules that encourages players to make commitments even before they take their official visits. When some of them have strong senior years they get wooed by more prestigious programs and thus de-commit from the Scarlet Knights.
I also would chalk it up to Greg Schiano's departure two years ago. During 10 years at Rutgers, Schiano took a perennial loser and Big East doormat to one of its upper tier programs, appearing in bowls and generating enthusiasm in a state of more than 8 million people, including more than a handful of top football recruits. Rutgers is, or was, on the radar of high school players two and three years ago, some of whom committed early. Kyle Flood hasn't been able to maintain that success; this year he is 5-4 but likely to go 0-3 the rest of the way starting with Thursday night's game at UCF.
