I think he tweaks his formula every year but here is a link that gives an explanation on how he does his stuff: the kenpom.com blog
I don't really know how he does preseason rankings though I assume it involves a formula that adjusts for expected output from players based on previous years stats, who was lost from the previous year, and a guess as to what freshman would do (though that would be challenging to do statistically I would think.
My understanding is that his rankings are better the more games that has been played as he has more data to work with (kind of obvious but still worth stating.)

Iowa finished the season at 80.
I think the preseason of 60ish is correct.
If you get the chance to buy Basketball Prospectus, you get a ton of information there.
Basically, it's a way to rank a team (tempo-free) and how you project them against other teams. Without a doubt, the best ranking out there.
That said, until about 10-15 games in, it's all guess work and there isn't enough data to help it out. Get a few games into the conf-schedule and it's a really good tool.

I'm not Justin, but "Guy on a Buffalo" is a riot. Four or five episodes so far- all on guy on a buffalo - YouTube and family friendly.
