Maybe. There was some lag after the first scholarship limits went into effect. When you had Michigan, OSU and Nebraska all stacking 150 guys, it was not going to be a cakewalk competing. I think the limit of 95 started when he came and he was a pioneer at living in that world while OSU and Michigan took some time to react to not having a monopoly on talent. Illinois got good shortly after Iowa as well.
 
And all it took to get him to come to Iowa in 1978 was $45,000 a year.

Adjusted for inflation, that's $160,000 a year in today's dollars.

I'm going legacy Big Ten and Nebraska here, but he made it so Iowa is the one with the target on its back. No reasonable fan expects to displace OSU (and historically Michigan) long term. It just ain't gonna happen. But everyone wants Iowa. Wisconsin wanted to be Iowa and they hired Alvarez. Fitz targets Iowa as the realistic high water mark and they made the conference title game last year. Nebraska fan has suddenly become infatuated with Iowa because Iowa has destroyed them for several years running and it angers them. Did Fry permanently usurp Michigan or OSU? No, but he showed it was possible in spurts and he made a model for the rest of the programs.
 
The Iowa football that we know was created and started by this man. While the record may not show it in wins and losses he did more for Iowa football than anyone else and it can be argued that he changed the Big10 forever.

He absolutely changed the B1G. He was at the forefront of the forward pass. The B1G was still 3 yards and a cloud of dust. Then came FRY. Yeah, Purdue was passing, but FRY was successful at it. FRY did things at Iowa that will never happen a gain.
