I have zero understanding of the rules, but it sounds to me like you are just guessing as well, which is fine. At this point nobody has a good understanding of the rules.
OM would have still been enrolled in classes so I don’t see why he couldn’t at least see how he felt in the new system. Also where is this depth chart that shows him in the two deeps? I don’t think it’s public information and I don’t think you can start asking prior schools to provide their depth charts past tense. Every school would be incentivized to say oh yup he was a starter he was going to play so he’s not eligible next year when Iowa plays Michigan.
Just found an article about Tate Martell getting his waiver. Sounds like it helped that OSU didn’t put up a fight. With Michigan being in our conference that’s unlikely.

Skimming through this article tells me that Oliver has a chance. He has as much right as Tate Martell. I'm gonna have to read some Michigan boards to see if Jimbo is gonna fight this. Apparently, Ohio State didn't have any ill-will towards Martell which made it easier for him.
