Yeah, if they don't have what it takes to do that to a school/program that did little if anything to stop a child rapist, I doubt that they do anything about academic fraud.
Considering they didn't really have sound reasoning based in the bylaws to do what they did to Penn State, I wouldn't use that as your barometer in this case. They gave PSU stiff penalties because it's what they deserved, but there was nothing in the bylaws that covered anything like that situation.

I think the autonomy ruling was the beginning of the end of the NCAA. That's why they didn't hand down harsher penalties on the SEC years ago - because they were afraid they would just break off and police themselves. Well they did it anyway.
I gotta wonder if we aren't looking at the beginning of the end of the NCAA.
