my guess is no divisions but there will be a framework for scheduling...protecting some rivalries.
I don't see how that is functional, but I get that is the direction of things. Iowa has 3 rivals that need protecting (Nebby, Minny, and Wisky). Rutgers has none.
Even if they do not call them divisions for purposes of determining who advances to the conference semi or championship, it still makes sense to have pods of 4 teams that play each other every year to protect rivalries, and then you rotate through the other divisions.
USC, UCLA, NW, Illinois
Iowa, Minny, Wisky, Nebbie
Michigan, MSU, OSU, and Purdue
Indiana, Rutgers, Maryland, PSU
That works except for separating Purdue and Indiana.
There is no perfect way to do this, but protecting regional rivalries has to be paramount. That is what makes conference play so great.
