Your argument has validity. This could be Pandora's box or help level the playing field. Essentially all of the SEC minus Vanderbilt pay their players, along USC, Oregon in the Pac 12, Florida St, North Carolina and Miami, (in whatever crap conference they are all in) and of course, OSU, OU, Texas in the "Big 8". We don't need to mention O$U and Michigan in the Big 10, but I did anyway.
We can now do that too, the only downside is Iowa is like the poorest Big 10 school, so we may not have the pocketbook to keep up.

I see Notre Dame at #2 yet they are technically not in a conference. I wonder what this means for them, or will there just be a separate rule for them like everything else?This is what the top 50 NCAA teams are valued at. Iowa is at 11. This should translate into not being very poor at all.

Fantastic question. I think they should be considered outside of the 5 power conferences.
