Don't these sorts of things usually have a complaint from a neighbor and a warning that hasn't been heeded? Otherwise, it seems like the police could just drive around and issue tons of citations on most weekends.

Well that should raise where Iowa is ranked on the party schools list eh? I mean WTH. It's summer time. Neighbors dogs bark loud all year long and they don't do squat about that. If he's doing it all year long when the neighbors kiddos are trying to sleep on school nights then ok. But come on....

What's wrong with loud music is that if you're playing it way too loud in the middle of the night, there's that thing called disturbing the peace.. The other people in the neighborhood are entitled to quiet after a certain point, even if it is a college town.
