I think I've got something that we can all agree on. If PSU stays in the East - not exactly mind-blowing - Wisconsin will be in the West.
When you take into consideration that it's very unlikely for the top three teams to all be "up" at the same time, I think a West division with Iowa, Nebraska, and Wisconsin would compare very favorably with an East division of OSU, PSU, and Michigan.
