Delaney sold the soul of the big ten in the name of $$$$$. He wanted the NYC and DC markets so he let a couple shitty programs in.
It certainly seemed like it was a bad move. Then and now.
It's funny, Rutgers had just come off a few really good seasons and was gaining national attention right before the move and I would guess that had something to do with it. But as an east coaster myself, many if not most had the feeling that Rutgers success would not last even at the time. Moving them to the Big Ten solidified that.
