In this coming off-season, what rule changes do you want to see? I'll start of with the ball having a computer chip inserted, and a lazer at the goal line so that there is no doubt on goal line calls!
 
I would like there to be a national referee association where all the referees for games comes from, not refs that are responsible for one conference. After this awful year for officials I think that would be a good solution

I've thought of that often, but I'd go further than that. I'd have a chip in both ends of the ball, and some inexpensive system along the complete length of the sidelines (chips in the turf?) that keeps track of the exact location of the ball, and can even be used to show it graphically during a replay. No more "generous spots", no more measurement time-outs.

But maybe right now it's more important that somebody come up with a rule that keeps the refs from calling for so many stupid freakin' official reviews every time the whim moves them.

A bunch of smarties at Carnegie Mellon University have been working on this for a few years. I saw a story on it a while back and they've been doing a lot of work to try and get it right. I believe they were working on using it along with GPS sensors set in multiple spots either under the field or on the sidelines and then would use data from all of them to give exact locations on the field. The also wanted to embed sensors at the goal lines so that they could instantly tell when the ball crossed the goal line.

A cool/unique thing about it is that the leader of the project is a woman of Indian (Asian) descent who is a diehard football fan.

The game was developed by humans to be played, coached, officiated and viewed by humans, all of whom make mistakes. End "official reviews." Live with it. Keep the game moving.
 
1) Not necessarily a rule change but clarify helmet-to-helmet so it is called uniformly.

2) Eliminate the "pancake block" as a hold.

3) Clarify what is an illegal line shift. Iowa seems to get nailed for that at least once or twice a season, including, unfortunately, in the Alamo Bowl, when the winning TD against Texas was nullified.

An illegal shift is two men in motion at the same time who are not set at least one second prior to the snap. Iowa's penalty in the Alamo Bowl was ineligible man downfield because the WR on the outside of the line was lined up on the line and Chandler was supposed to be in the backfield, but the officials deemed him to be on the line (and thus coverred by the WR) and he was not an eligible receiver on that play. Chandler was off the line, just nor far enough. Again, Ken O'Keefe can draw 'em up, but if the guys have mental lapses, it ain't Ken's fault.
 
there shouldn't be a helmet-to-helmet penalty at all.

the horse collar tackling penalty is dumb as well.

every face masking penalty being 15 yards is stupid too.

pass interference should be a spot foul, like the pros.

I hate that a fumble can be advanced by the offensive/fumbling team. I've always hated this, but it really got to me when Lewis from Indian scooped that fumble and ran for a touchdown a few years back.

To me it is punishing the defense for a good play. If the ball is fumbled and recovered by the same team it should be returned to the spot of the fumble if it is fumbled forward or at the spot of the recovery if fumbled backwards.

Defense or non-fumbling team should be able to advance it.

Will the "lasers" be placed on the heads of sharks or some other viscious land dewlling animal?

It can't be advanced...the officials are supposed to move it back to the spot of the fumble if the offense recovers it but sometimes they "forget". I remember an NFL game this year where there was controversy over this. The Ravens had the ball and their quarterback fumbled the ball outside of field goal range into field goal range and the officials should have placed the ball where he fumbled it, but it gave the Ravens kicker a chance to win the game. He missed it so it didn't matter, but it would have if he did.
 
We need to go with a challenge system for instant replay. We have way to many stopages right now.

This is an Iowa rule not a NCAA rule but....
We need to start showing the replays that are being challenged on the big screen in Kinnick. Iowa has had a policy for years that they won't show any replays deemed "controversial" because they don't like the adverse crowd reaction that often accompanies it. However now that replay is a part of the game thier policy just doesn't make sense. If you are going to force fans to sit for 2-3 min while the booth sorts things out you ought to at least give us fans something to watch while we wait.

This is not entriely true. In both leages players are allowed to recover and advance thier own fumble.

Also the NFL only prohibits advancement of a forward fumble. A fumble backwards (think dropped lateral), or a fumble that occurs behind the line of scrimage may be recovered and advanced by anyone.

I thought that's what he was talking about, was a forward fumble
 
If a player "hotdogs" or taunts while going into the endzone, or shortly after he scores a touchdown, take away the touchdown, and don't penalize the next play. That will stop a lot of taunting.
 
Make a rule that schools (*cough *cough USC) aren't allowed to pay their players anymore.

I've been hearing that USC is possibly facing sanctions from the NCAA for their recruiting violations...would anyone like to bet that it's about as bad as the time when I was a kid and gave up homework for Lent.
