Iowa didn't have that in 2017, 2018, 2019, 2020, 2021, 2022, and all of 2023.

You might want to rethink your position re: 2017, 2018, 2019. You should look at who lead the team in targets, receptions and average yards per throw-Iowa had that in spades. The only two real running threats at QB were BB and CJB. Drew was mobile but not a guy that was looking to run.

The conditions you require have only existed in 3 of the last 25 years. But so many wins, so many passing yards were produced without those conditions.

One thing about those really mobile quarterbacks is injuries. Unless you've got one of the 5* guys that are just great football players, a mobile QB will get injured. Some are just those nagging injuries that limit practice and a lot are injuries that end the season. Don't ask me, ask DeShaun Watson.
