Simple Yes or No.

Iowa cheats and wins the NC. The NCAA comes in and finds there were some irregularities. They put Iowa on a 3 year bowl ban and strip 10 scholarships a year for the 3 year period. They do not strip the title.
As a side note; UNI gets the hammer.

Was there cheating going on the year of the NC? Does the NC get taken away? Is it the culture that results from the NC that leads to the cheating?

Only in dream world would the NCAA allow Iowa to keep a title under those circumstances.

But I'll tell you what would NOT happen:
--NCAA wouldn't "mess up" the investigation and drop it
--Iowa would NOT be given any benefit of the doubt from the media
--People in the media, particularly Rome and Cowherd, would NOT be defending KFs "character"

When KF retires, if Barta is hiring his replacement, the odds are very high he hires a MAC retread and the Iowa football program takes a nosedive. So Iowa will probably look like a team on probation anyway.
