I am surprised that Ohio only had 8 players drafted. I was always under the impression that they were top-5, if not better, recruiting stars-wise. I also thought that Illinois would have had a few more than just 4.

Six from Wisconsin is interesting. I'm guessing this is cyclical in the states not traditionally strong at producing talent.

California seems to stock most of the rosters in the western US, west of the Rockies.

I agree with Rob that it's likely cyclical. Still when you look at NFL rosters and where the players are from you notice trends. I've always been amazed how many are from the SE US.
