Wegher has stipulation can't go to Big Ten Team

University can not stop an athlete from going any place. The only rule is if you transfer to another Big Ten University you have to pay your own way for school.

From what I read it was a conditional release that he couldn't go to a Big 10 school. If that is the case, then he had to have signed off on that. Tell me if I'm wrong...
