Here's a crazy scenario that, while unlikely, is theoretically possible:
Iowa wins vs. Michigan State and at Purdue, loses at Nebraska
Michigan State loses at Iowa, wins vs. Indiana, loses at Northwestern
Michigan wins at Illinois and vs. Nebraska, loses vs. Ohio State
Nebraska loses at Penn State and at Michigan, wins vs. Iowa
Norhwestern wins vs. Minnesota and vs. Michigan State
Minnesota loses vs. Wisconsin, at NW, and vs. Illinois
These would be the Legends Standings:
Iowa 8-4 (5-3)
Michigan 9-3 (5-3)
Michigan State 8-4 (5-3)
Nebraska 8-4 (4-4)
Northwestern 7-5 (4-4)
Minnesota 2-10 (1-7)
Iowa would win the division by virtue of head-to-head wins over MSU and Michigan. The Legends Division would be the laughingstock of college football, but it would certainly be interesting. The interesting part (from an outsider's prospective, not from an Iowa fan's) would be watching the Hawkeyes blow a chance to clinch the division on Friday, then watching Michigan State blow a chance to clinch the division on Saturday at 11, then watching Michigan blow a chance to clinch the division on Saturday at 2:30, allowing Iowa in through the back door (or in this case, the third floor window).
I probably just wasted your time, but I enjoyed thinking about that and writing it out.
