Iowa is on the smaller side of Big Ten schools and it has sucked at basketball for about a decade and hasn't been to a Rose Bowl in over 20 years. Iowa State is a historical doormat on par with K-State (sans the football run under Snyder) in the Big 12. Neither is a major university, they are closer to Mississippi State and Mississippi than they are to Michigan and Michigan State.

I've seen it multiple times. It's not that uncommon between the schools. Fortunately for Iowa they don't really give the national media many opportunities to screw up. Since you know you have to actually be in the news for that to happen......
