Nebraska is unique in that the state's "pride and joy" is the Nebaska football program, and that was built around a huge walk-on program, funded though a special Nebraska academic student scholarship program that would have literally been impossible at Iowa who shares state funding and allegiance with Iowa State. Consider the long history of Nebraska's success, and the state monies and poured into the program's facilities over the decades. It's name recognition and facilities give it a national reach for recruits that Iowa can't match(as of now).
WVU, has done a very good job building a program by recruiting in neighboring states that are recruiting rich(Pennsylvania, Ohio, and Virginia) and taking academic/off-the-field risks in the deep south that wouldn't pass Big Ten academic muster. Not to mention the Big East is NOT the Big Ten in level of competition.
BSU, another team in a second rate conference, but with excellent coaching has been able to dominate it's conference and play well enough against top programs in the few times they play them each year.
All deserve credit for their accomplishments but all three are different from Iowa in significant ways.
