Should Iowa start offering more scholarships than are truly available?

Seeing as there is talk that we may have another mass exodus of players at the end of this year, should Iowa start offering more scholarships than a currently available? For example, say we currently have 4 scholarship spots open, but we can expect another 2-3 to transfer at the end of the year, should we really be promising upwards of 6-7 scholarships, therefore, always keeping the cupboard full?
 
Typically coaches do offer more than their allocations and it's a first come, first serve basis. There are exceptions (i.e. - some players targeted that they reserve a specific scholly for and don't necessarily have a fall back for), but overall you'll see coaches over-offer.
 
I knew it was done in football, and is something some coaches/conferences (like SEC) have taken some criticism for, but wasn't certain whether was really done in basketball. I posted that question as a bit of a joke, but I can see a team like Iowa offering many more than available as few actually really consider, as opposed to say a Kansas, where if offered most kids either accept or seriously consider.
 
Yea, TL needs to over offer...he has all these kids wanting to come to Iowa...its first come, first serve. Good thing we offered McDonald and Randle so they have the opportunity to commit.
