How do you verbal to a school that hasn't extended you a scholarship?

The way I read the article, he initially had a grayshirt offer but that was pulled after the incident.
I'm surprised this was kept quiet this long.
And I will be surprised if he walks on...

Over a scholarship from South Dakota? I wouldn't be surprised, Iowa has had guys walk on over scholarship offers from UNI before.

He has an offer to S. Dakota.
Did they previously hold offers though? Or were they offered a walk-on spot from the get go.

I'd go to USD if I was him. Chances are small he would get the reps he's got in mind at Iowa.
It was much easier at USD.

You are assuming that USD didn't pull their offer. A drug arrest, a torn ACL and a new coach at USD makes me think they pulled his offer.
