Can someone give the definitive answer about what the hell that call was about? The replay is hard to learn from because they cut to the play late. But from what I can tell it was a legal block below the waist downfield.

Did the ref think he didn’t get him completely from the front ?

With all going on, it's something that can easily be called, but not deliberate. That said, some teams/players are consistent at intimidating others with doing that.

A year ago Kirk was saying on the radio the blocker has to get head and shoulders in front of the player being blocked. It seems the penalty is much like what was called clipping by referees on the field as a block in the back especially low to the legs. I know Kirk doesnt like it much for interior line blocking where sometimes a shove in the back gets called, and that could happen all the time in that melee.

I also say I didnt get a good look at it during the game.
