That 'rule' is something Iowa asks of its media. I don't know what they could 'legally' do about it. So their name could go on the naughty list. It's not like Iowa will pull their credentials.

Peterson/Register doesn't get stories. Doesn't get phone calls returned. Gets the 'ban' ala folks on here - like me, i suppose - who don't play by the rules. i doubt the Register would like the cold shoulder from the U of Iowa Athletic Department.
