For three conferences, Big Ten, ACC, and PAC 12 going to 80 football scholarships and increased academic requirements is really a minor change. What is being proposed would have more impact on the Big 12, Big East and SEC.
There is a good deal more parity in terms of competition on the football field within conferences than there is between conferences. The reason for conference disparity is on the academic side of the ledger. Some universities still have student athletes and others have athletes pretending to be students. All you have to do is start looking at the APR and the admission standards.
The U of Michigan has more admission applications than it can accept. ACT scores between 27 and 31 are typically required. Then as one person pointed out we have Boise. We are talking apples and oranges.
We may be at a crossroads where colleges separate themselves based on making athletes be students first.
