Persistent error uploading

I'm using Windows 10 and Chrome, and, for some reason, every time I try to upload either a jpg or gif, I get a message stating:

The following error occurred

There was a problem uploading your file.


No other information is given in the pop-up.

I've tried several things, including an attempt with no active extensions, and with IE, but no luck.

Thoughts?
 
How big is the file? Are there limitations on file size on this site?
I don't think that is the issue. I've tried several small files.

When I researched it, I did find some forums where the Shockwave Flash plug-in was implicated, but, you can't access plug-ins on the newer version of Chrome. There was also something about a Flash uploader, but I have to admit I'm not sure what that is. That may have been more of a Firefox issue.
 
Oh yuck, the uploader is Flash-based? There's good reason why you can't use those plugins in Chrome anymore. They're about as secure as a screen door. Can't believe this platform doesn't have an HTML5-based uploader.
 
I honestly don't know and have to admit I'm not tech savvy at all. The flash uploader was simply something that came up when I googled the problem, but was primarily being discussed by people using Firefox.

I should mention that the problem occurs whether I use Windows or Mac.
