Our driver ed teacher many years ago told us this was legal. And the pedestrians are not liable for any vehicle damage. The vehicle was clearly in a marked crosswalk

I think you would be correct in the case that the pedestrian made incidental contact with the car, that could not be clearly demonstrated as malicious. I would suspect that walking over someones vehicle, even when illegally stopped in a crosswalk, might be considered both malicious and inciteful should there be damage to the vehicle or a resulting fight.
