New Redshirt rules

Well I received an email back from the ncaa and to answer my question, it is indeed wide open to anyone. No qualifier required.

Well, that could open up a bunch of possibilities. Ultimately, it could present its own set of issues. If you burn your four games as a freshman, are you out of luck if you get an ACL injury two games into your senior year.

Is this four games from one year, four games any given year, or four games total? How does this work year to year. Could someone appear in a single game his freshman year, and still have those three games left over for later use.

If it is any given year, you could play up to four games your freshman year and redshirt. Than you could get an injury up to four games into a later year and still qualify for a medical redshirt.

(Is it four games or eight halves? Pretty sure it is any appearance in four games. Eight halves would be something altogether different.)

Participation in 4 games. The 5 years to compete 4 still applies, so you get one redshirt year.
That's the way they explained it to me.
