It's been under construction for quite some time now.

I think he is talking about the new football practice facility. I still believe it is in the planning stage, but should be announced soon when construction is to begin.

Practice facility? Really? For whom? It had better not be for that one team coached by that one person. Those athletes are spoiled enough with that free education. What next, we're gonna give free food, books and stuff? When I was in school we just played the game. We never got to practice.
