I'm not 100% sure but I don't think so. My understanding is that teams still have 85 scholarships to hand out. But the remaining 20 can be part of the income distribution, in Iowa's case, $15 million. Actually no, there are still walk ons. The House Settlement does not require everyone to be on scholarship. All it did in this regard is institute roster limits, which when implemented most schools will have nearly all kids on scholarship, but its not required. The cap is 105 kids. The old 85 scholarship limit I believe has gone away, meaning a school can put all 105 kids on scholly, but does not have to.
