Legally, can Mediacom add another FOX station to IC lineup?

If they don't reach a permanent (or temporary) agreement, does Mediacom legally have the option of adding either the Quad Cities or Ottumwa FOX channels in Iowa City/Coralville? I believe in Cedar Rapids, they don't have that option, but what about in IC?

They added CBS out of the QC the last time they had this dispute, but read somewhere that they couldn't do that this time with Fox. Have no idea why not.
 
Then what was Katie Widemeyer's story on KCRG last night about? I thought she was saying how Mediacom could add certain CBS and/or Fox stations in Dubuque and Galena if things didn't get worked out.

PS: I think its funny that the KCRG and KWWL cover this story so much - obviously trying to drive in the point that beginning tomorrow you might was well tune into Channels 7 and 9, because 2 and 28/8 will be gone :)
