NO ONE understands all of the complexities, especially the tools in power.
The question is not whether it is complex, the question is whether those in power should be "running" the country. I would argue that "We the people" should be running the country and the elected folks are just there to dot the i's and cross the t's. Instead of electing power-mongers, I believe we should be electing folks who will uphold their promise to "preserve, protect, and defend the Constitution of the United States"
