Is calling other posters trolls included in flaming?

This board is too full of people that call other people trolls just because they disagree with their position. It get's a little old. There is a rule against flaming, I would think that this would be included.

What I am trying to get at is ways for the community members to treat each other with more respect. The solutions mentioned would not solve this problem long term.
