Iowa's drug testing (1st positive) policy

Penn State's policy:

12. Implications of a Positive Drug Test and/or Substance Abuse Occurrence From the Use of Alcohol or Illicit Substances
12.1 First Positive
12.1.1 The Director of Athletics, Director of Athletic Medicine, team physician
primarily responsible for the student-athletes sport, and head coach will be
informed, confidentially, in writing, of a positive test and/or substance abuse
occurrence(e.g. DUI, etc.). The student-athlete will be notified verbally of the
positive test by the Medical Review Officer.
12.1.2 The team physician will perform a physical exam for the purpose of
determining whether the student-athlete is engaging in substance abuse or is
suffering from a substance addiction.
12.1.3 The team physician will coordinate an additional evaluation by a substance
abuse counselor approved by the Penn State Department of Intercollegiate
Athletics.
12.1.3.1 The substance abuse counselor will recommend to the Medical Review
Officer a plan for treatment and education. The team physician, head
coach and athletic trainer may also submit reports to the Medical
Review Officer.
12.1.4 The Medical Review Officer will determine a management plan for the
student-athlete by evaluating any reports which may be submitted by the
counselor, physician, head coach and athletic trainer.
12.1.5 The athlete may also be temporarily medically ineligible if he/she is deemed
unfit to continue participation safely.
12.1.6 The student-athlete must participate in and complete the Substance Abuse
educational program.
12.1.7 The student-athlete will be subject to reasonable suspicion testing and
follow-up testing.

13. Implications of a Positive Drug Test for Performance Enhancing Drugs
13.1 First Positive
13.1.1 A student-athlete who tests positive for the use of Performance Enhancing
Drugs shall be declared ineligible to represent Penn State University in
intercollegiate competition during the time period ending one calendar
year after the date of the student-athlete’s positive drug test, and shall be
charged with the loss of a minimum of one season of competition in all
sports if the season of competition has not yet begun for that studentathlete
or a minimum of the equivalent of one season of competition in all
sports if the student-athlete tests positive during his or her season of
competition. In addition, the Medical Review Officer will determine a
management plan for the student-athlete which may include education
and/or counseling.

Oklahoma policy:

(6) EFFECT OF VIOLATIONS OF THE POLICY A positive test result shall constitute a violation of this Policy. Failure to comply with the treatment requirements may also be considered a violation of this Policy. A positive test result from a NCAA or Big 12 drug test shall also count as a positive test result under the University of Oklahoma’s drug testing policy. The NCAA and Big 12 substance testing policies and procedures may also impose sanctions which are independent of those which may be imposed by the University’s Banned Substance Use Prevention & Screening Policy.

First Violation - A first violation of the Policy (at any time while a student at the University) shall result in notification of the Department of Athletics Compliance, the Athletics Director, the student-athlete, student-athlete's parent(s) or legal guardian(s), his or her head coach, and the team physician for the purpose of securing additional assistance. The Department of Athletics Compliance will arrange for a preliminary chemical dependency evaluation. Based on the evaluation, the team physician and the evaluating physician will determine if additional assistance or treatment is required. The student-athlete may be required to seek professional medical assistance for the purpose of rehabilitation and prevention of further substance use. The student-athlete may also be subject to weekly substance abuse tests for a period of not less than two (2) semesters.

Summary: I don't claim this is comprehensive, but so far cannot find a school that mandates suspension on 1st offense for a non-performance-enhancing drug. Google "student-athlete handbook" to find lots more.
 
Also, some may find this excerpt from OSU's manual interesting, regarding collection protocol:

"6. The collector will visually observe while the student-athlete provides the sample. Visual observation for male student athletes requires their shirt to be off before entering restroom with shorts to the knees while producing specimen. Female student athletes will be asked to have jog bra and shorts with shorts to knees while producing specimen. Pre-determined volumes and temperature guidelines for sample acceptance will be followed."
 
Talked to a former UI athlete from when the policy was implemented. Pretty much the same. Specifically, had an athlete test positive in his sport. Counselling, treatment, get him back on track. No one knew except teammates and staff, and anyone athlete wanted to tell.
 
what's it matter what others do? iowa does it's own, doens't have to, so can mete out it's own policies as such. if counseling is a requirement after a 1st, I'd say that is great. help is what the person really needs, not a public flogging.


My point is that if we are going to give Iowa props for having their own drug testing program when they dont have to - then we kind of need to know if its really the case of exceptional dilligence and not just standard bureaucrcy.

All schools might have the same thing (their own drug testing policy) - I'm not saying they do or don't. I'm just wondering.
