Incorrect Fumble Recovery Ruling?

So I read one post in this thread saying its bogus college rules for the rule to be different on 4th down, NFL is way better. Then I read another post in the same thread saying that the NFL rule depends on what down it is AND how much time is left. What am I supposed to believe?

The NFL has the same rule as college with the exception of the final 2 minutes of the game when fumbles may only be advanced if the player who fumbles is also the one who recovers the fumble.

OU just fumbled the ball and recovered and the refs correctly spotted it at the spot of the fumble not the recovery.

The OU fumble was on 4th down.
